Indeed, these plants react to elemental powers and can hurt you if they aren't properly understood. The Mist Flower Corolla are blue in color and mostly grow on the shores of freshwater lakes and rivers.
For the flower to open, you are going to need a charged attack from Amber, the archer of fire that you automatically have when you start your adventure on Teyvat. Aim for the flower and then deliver your shot. The Frost on the petals of the Mist Flower should withdraw, and then you can pick up the much desired Corolla. Of course, other characters using the element of fire can do the trick.
The large lagoon southwest of Mondstadt is teeming with Mist Flowers. A little walk around the area with Amber should replenish your stock of plants without worries!
Like many utility resources in Genshin Impact, elemental flowers are always good to pick up when you pass them. If you go through the adventure without taking the time to collect certain plants from the start, you may regret it later, when you really need it. Indeed, having to venture again into regions already visited just to pick something, it's both redundant and above all sub-optimal for your progress.
